Digital Europe Programme is the European Commission's deployment and capacity-building programme for digital transformation. Managed by DG CNECT and delivered mainly by HaDEA, it sits alongside Horizon Europe but funds adoption, infrastructure, and scale-up rather than early-stage research. The programme has a budget of more than €8.1 billion for 2021-2027 and covers high-performance computing, artificial intelligence, cybersecurity, advanced digital skills, deployment and interoperability through European Digital Innovation Hubs, and semiconductors. It is a grant programme with calls that open several times a year; the 2026 advanced digital skills call opened on 21 April 2026 with a 1 October 2026 deadline. Applicants are typically industry, SMEs, and public administrations, with EU legal entities and projects often sitting at deployment-stage maturity. The strongest applications match a specific digital objective and show readiness to move technology into use. Teams that can work through the EDIH network or align with EU digital infrastructure and skills priorities usually fit best, especially where the work is clearly beyond pure research and into adoption.
