Horizon Europe is the European Union's flagship research and innovation programme for 2021 to 2027, with a budget of EUR 93.5 billion. It sits under the European Commission and is the umbrella route for major EU R&I funding across fundamental science, collaborative challenge calls, and innovation support. The programme is structured around three pillars: Excellent Science, with the European Research Council, Marie Skłodowska-Curie Actions, and research infrastructures; Global Challenges and European Industrial Competitiveness, with six thematic clusters from health to food and climate; and Innovative Europe, which covers the European Innovation Council and the European Institute of Innovation and Technology. Delivery is split across ERCEA, REA, HaDEA, CINEA, EISMEA, and DG RTD, and applications run through the Funding and Tenders Portal. It is a good fit for legal entities from EU and associated countries that can compete in cross-border research, consortia, or thematic challenge calls. The programme is broad enough to cover everything from frontier science to industry-facing innovation, but applicants still need to align tightly with the specific pillar, cluster, or work programme call they are targeting.
