Applicants register on ESA-STAR, download the tender documentation via EMITS (reference AO-10011), write a proposal (with a Letter of Support from their National Delegation if needed), and submit through ESA-STAR Tendering. Germany, Luxembourg, Norway and the UK have pre-approved national funding for this theme; Switzerland does not support Kick-start Activities at all.
