Horizon Europe Cluster 4 Resilience sits under the European Commission and focuses on industrial value chain resilience, reduced strategic dependencies, critical-minerals supply, and space-based resilience applications such as Earth observation and secure connectivity. It shares the same 2026-27 work programme structure and agency split as the Twin Transition strand, so it sits inside the same broader industrial competitiveness agenda. The instrument is a grant. Award sizes are generally in the multi-million-euro range, with a minimum around €2 million and the same TRL 2 to TRL 8 operating band as the other Cluster 4 destinations. Eligibility is open to companies, universities, and research organisations from the EU and associated countries, and consortia are required. The call rhythm mirrors the rest of Cluster 4, with early 2026 openings, spring deadlines, and a second batch later in the year. HaDEA handles digital and space topics, while REA handles industry topics. The strongest applications are the ones that connect resilience to a concrete industrial or strategic dependency problem, not just a broad policy theme. This destination also places a premium on critical-minerals work, so applicants that can show a real supply-chain role or a defensible European strategic angle tend to fit best.
