Sustainable Growth Programme for Finland (RRF)
Funds Finland's recovery, growth, and competitiveness agenda through coordinated investment in sustainable development and strategic innovation priorities.
The Sustainable Growth Programme for Finland is the Ministry of Economic Affairs and Employment’s implementation channel for the EU Recovery and Resilience Facility. Its total allocation is about EUR 1.95 billion, including EUR 127 million in REPowerEU funding, and it is designed to support ecologically, socially, and economically sustainable growth, along with competitiveness, investment, research and development, innovation, and skills. The programme is a grant umbrella rather than a single call. Most company-facing subcalls have already closed, and the only live window at the time of the latest source material is the large demonstration-projects energy aid call running from 9 April 2026 to 5 August 2026. Delivery sits with agencies under the ministry’s remit, including Business Finland, ELY Centres, and the Energy Authority, while the formal completion deadline for the programme is 31 August 2026. Applicants fit this channel when their project is part of Finland’s recovery plan and can move on the timetable the RRF requires. The strongest cases align to national sustainability goals, show a clear implementation path, and can finish within the 31 August 2026 deadline. Because the programme is winding down, timing matters as much as technical fit, and applicants need to match their project to one of the remaining eligible subcalls rather than treating the umbrella as a fresh standing fund.
