That makes it a longer-horizon institutional route focused on partnership capacity. ANR provides an annual contribution to labelled bodies based on their partnership revenues. The relevant population is public research institutions carrying the Carnot institute label, not individual researchers or one-off project teams. The programme suits institutes that already have a strong record in bilateral contractual research and want that role reinforced.
