Entrants submit a 4-page white paper, a required 5-minute video and a self-certification in Phase 1; up to 15 are picked as finalists. Finalists get to demonstrate their tech in a live Soldier exercise in Phase 2, and up to 5 final winners then move to a follow-on Phase 3 where they can pursue an Other Transaction Authority award.
