Smart Regions Enterprise Innovation Scheme is a €145.3m ERDF-co-financed regional development programme delivered by Enterprise Ireland as Intermediary Body under the Southern, Eastern and Midland Regional Programme 2021-2027 and the Northern and Western Regional Programme 2021-2027. Four streams: Stream 1 Local Infrastructure (€1m-€10m, Article 56 GBER, funding-gap basis); Stream 2 Innovation Clusters / Consortia (€50k-€2m over 3 years, Article 27 GBER, 50% of programme support costs); Stream 3 Services to SMEs to drive innovative solutions (€200k-€1m, De Minimis pass-through, up to 100% of programme costs capped at 80% of market value); Stream 4 Feasibility & Priming (€25k-€50k feasibility, €50k-€200k priming, De Minimis, 80% grant). Eligible applicants are Not-for-Profit DAC or Not-for-Profit CLG entities registered under the Companies Act 2014. Stream 4 Feasibility is also open to public bodies (Local Authorities, Institutes of Technology / HEIs) in collaborative proposals. This is not a direct programme for operating companies — it funds the intermediaries that build innovation infrastructure and services. Open Competitive Call basis.
