Israel Innovation Authority's Startup Fund Pre-Seed is the state's early finance route for Israeli startups. It is built for deep-tech work across sectors, and the royalty-backed structure makes it more like public development capital than a pure grant. The programme runs on a rolling basis, with support up to about $400,000 and a 40% matching requirement. It is open to Israeli-registered for-profit companies, not individuals or nonprofits, and it sits at TRL 1-3. The ownership threshold is explicit: at least half of founders must meet the stated citizenship rule. The same project cannot stack this route with seed-equivalent support. The strongest applicants are young Israeli companies with a real technical base, some matching capital, and a project that is still close to first proof. The route is broad on sector but narrow on stage and registration, so it fits best when the company is already in Israel and can show credible early deep-tech intent.
