Directive 4.86 is a new programme (published 23 April 2026) incentivising high-tech companies and advanced-industry employers to absorb first-job graduates in border-adjacent villages. Target employees are graduates of technological or engineering degrees or holders of a practical-engineer (Handasa'i) certificate, located in villages defined under Government Decision 3841. The programme forms part of the north-region employment integration effort, alongside Directive 4.85 (high-wage ventures) and the now-closed Directive 4.81 (Druze/Circassian population integration). Current application cycle closes 07 July 2026.
