The programme is a grant with a ceiling of INR 25 crore per project, including equipment, and approved projects usually run two to four years. It is currently open on a rolling basis, and the 2025 guidelines also note a separate provision for start-ups that have not previously received BIRAC funding. BIPP suits high-risk biotechnology programmes that already have an industry partner and a milestone plan. The strongest proposals are deep technical bets with a clear development path, because the scheme is designed to support frontier research that can still move toward a product or platform.
