PNRR M2C2 I1.4 Sviluppo del Biometano is MASE's biomethane scale-up route under Italy's recovery plan, delivered through GSE. It supports the transition from biogas to biomethane and sits inside a wider circular-economy strategy for agricultural and industrial energy recovery. The route is part of the wider PNRR energy-transition package and targets domestic gas production from organic feedstocks. The main incentive package includes a 40 percent capital contribution on approved eligible costs plus a tariffa onnicomprensiva that bundles the gas sale value with Guarantees of Origin. The available envelope is more than EUR 1.7 billion, with a separate EUR 193 million sub-measure for ecological agricultural practices. Both new biomethane plants and conversions of existing biogas facilities are eligible. This route fits producers that can move quickly through permitting, design, and GSE incentive paperwork, especially where feedstock and plant conversion already exist. The scheme is not a general clean-energy grant; it is a targeted production incentive for operators able to deliver biomethane at scale. Projects that can show circular-economy value, credible feedstock supply, plant conversion work, and a strong build path are the clearest match.
