PNRR M2C3 I3.1 Teleriscaldamento Efficiente is MASE's district-heating investment route under the recovery plan, with GSE support. It funds new networks, upgrades to existing systems, and waste-heat recovery so that Italian heat grids become more efficient and less carbon-intensive. The route supports both new builds and upgrades where the network can recover heat that would otherwise be lost. The program carries EUR 200 million and aims to deliver 330 km of new or upgraded network, 360 MW of waste-heat recovery capacity, and annual savings of 20,000 toe of non-renewable primary energy by 2026. Beneficiaries include utilities, district-heating system operators, and municipalities. The raw approvals cited 29 projects across nine Italian regions, with examples ranging from EUR 4.6 million to EUR 20.8 million. It is a fit for operators that can combine infrastructure work with municipal coordination and a credible heat-recovery case.
