Japanese SBIR Promotion Program
Supports organizations through Japanese Startup Promotion Program, helping them build social and procurement solutions.
The Japanese SBIR Promotion Program is METI's funding line within the inter-ministerial Japanese SBIR scheme run by the Cabinet Office. It is implemented operationally by NEDO (the New Energy and Industrial Technology Development Organization) and supports R&D-type startups solving diversified social problems and government procurement needs. The programme has run since FY2021; FY2025 budget is 300 million yen. The scheme is phase-gated. Phase 1 covers Proof of Concept and Feasibility Study (1-year duration, 100% NEDO-covered, max 20 million yen for Once-through type and 15 million yen for Linked type). Phase 2 funds practical-application R&D (2-year duration, up to two-thirds NEDO-covered, max 100 million yen Once-through or 50 million yen Linked). Phase 1 awardees pass a Stage-Gate Review to continue to Phase 2; Phase 2 may also accept new applications directly for certain R&D topics.
