Invests soft loans in young Lithuanian companies developing innovation projects with grant-like relief.

Loans START (STARTUOK) sits under UAB ILTE, Lithuania's state development financier, and supports young SMEs with soft debt backed by European Union co-financing. The program is active in Lithuania and is aimed at firms that have operated for three years or less, with special access lanes for social-impact companies, Ukrainian-founded businesses, and older entrepreneurs. It offers up to EUR 3 million for investment or up to EUR 200,000 for working capital, with a 10-year term for investment loans and a 3-year term for working capital. Businesses under three years old can get a 50% interest discount, while selected social-impact, Ukrainian-founded, or 55-plus owner SMEs can receive a 70% discount. On completion, up to 20% of the loan can be written off when the borrower meets the project and state-aid conditions. The strongest fit is a Lithuanian micro or small business that can show a concrete investment plan, stay within the state-aid cap, and use the money for a project that can actually be delivered. Applications run through ILTE's online service and are reviewed within 30 working days, so this is a financing route for firms that are ready to move rather than still shaping the idea.
