Intelaka (انطلاقة — 'launch' in Arabic) is a royal national entrepreneurship initiative launched in January 2020. It offers subsidized concessional loans via Tamwilcom-guaranteed bank credit at 1.75–2% interest with 80% guarantee coverage. By end 2025, the program had financed 40,000+ microenterprises with a 65% acceptance rate. The initial envelope was 8 billion MAD (2020–2022); a complementary 6 billion MAD envelope runs 2023–2026. Intelaka has three tracks: (1) Damane Intelak urban — for youth in cities above 10,000 inhabitants, loans up to 1 M MAD at 2%, maximum 7 years with 2-year deferral possible; (2) Damane Intelak Al Moustatmir — for OFPPT/ANAPEC vocational graduates or unemployed degree holders, up to 1.2 M MAD at 2%; (3) Damane Intelak rural — for entrepreneurs in cities below 10,000 inhabitants and rural communes, up to 1.2 M MAD at 1.75%, priority given to agriculture, rural crafts, rural tourism, and proximity services.
