Pays U.S. teams up to $4.5 million each to move critical energy technology manufacturing facilities from planning to shovel-ready.

Teams first submit a short Statement of Intent to confirm their technology is eligible, then Phase 1 asks for a credible plan to establish a manufacturing facility, including technology and business validation -- about 19 winners get $500,000 each.
