Advantage Maryland (MEDAAF)

Advantage Maryland, also known as MEDAAF, is Maryland Department of Commerce's main project finance program for large economic development deals. It sits inside a state agency rather than a private fund, and it is aimed at projects that can move jobs, capital investment, or local redevelopment inside Maryland. The program has no fixed application deadline and is designed for significant projects in the state's Priority Funding Areas. The program combines conditional grants, loans, and below-market fixed-rate financing. Its five financing tracks reach statewide strategic projects, local job creation, direct support for local jurisdictions or MEDCO, a revolving loan fund for small businesses, and special-purpose uses such as Arts and Entertainment Districts, day care facilities, and BRAC zones. Eligibility is broad across for-profit and nonprofit applicants, but the project must be in Maryland and come with a County Resolution.
