The Angel Match Program is North Dakota's match-financing route for early-stage primary-sector startups that can bring in qualifying angel capital. It sits under the North Dakota Department of Commerce and is funded through the State Small Business Credit Initiative authorised by the American Rescue Plan Act. The state matches angel investment dollar for dollar up to $250,000 per business, with a minimum award of $10,000 and a combined round cap of $2,000,000. The programme uses equity or convertible securities rather than a grant, carries a total North Dakota allocation of $13,641,843, and reviews applications on a rolling first-come basis, usually within two to four weeks. This route fits founders who already have a credible angel syndicate and want state capital to follow private capital into the same round. Because returns are reinvested in the revolving structure, the programme favors companies that can move quickly through matching and keep the transaction within the North Dakota operating footprint.
