The Regional Workforce Impact Program (RWIP) is a North Dakota Department of Commerce grant route for regional workforce entities addressing local labor-market problems through sector-based strategy. The state allocates about $12.5 million across eight planning regions, with awards linked to each region's population. The program offers grants up to $150,000 with a 25% match requirement. Eligible applicants include economic development organizations, cities, counties, chambers of commerce, and similar public-facing regional entities, while private businesses and educational institutions are excluded. RWIP runs through two tracks: one for comprehensive sector strategy planning led by a third-party consultant, and another for implementing strategies developed within the past five years. The current cycle closes on June 30, 2026, and all funds must be spent by June 30, 2027, so the strongest proposals are the ones with a clear regional plan, a credible delivery team, and a direct line to workforce outcomes. It is especially useful where a region needs both planning money and execution money.
