Tunge nullutslippskjøretøy is one of Enova SF's transport programs in Norway, designed to speed up the adoption of heavy zero-emission trucks and buses. It supports enterprises buying or leasing new battery-electric or hydrogen vehicles above 4,250 kilograms, and the grant is structured around the extra cost compared with an equivalent diesel vehicle. The program fits fleets that can move quickly from planning to deployment and need a large capital offset to make the switch. The support level can cover up to 60% of the additional cost, with a cap of 5,000,000 NOK per vehicle. Leasing companies and direct operators both qualify if they are registered in Norway and operate there, which gives the route flexibility for fleets that source vehicles through finance rather than outright ownership. Applications are ranked within monthly allocation windows on cost-effectiveness, so the strongest cases are usually the ones with the best economics. The program works best when the applicant can show that the diesel premium is the main barrier and that the vehicle will enter service quickly. Because applicants still cover at least 40% of the extra cost, projects with committed routes, clear vehicle use, and a credible delivery timetable are better placed. It is a practical fit for carriers and leasing platforms that can translate policy support into near-term fleet turnover.
