Innovation Norway Innovation Contracts (Innovasjonskontrakter)

Innovation Norway's Innovation Contracts programme supports supplier companies in Norway that are developing R&D projects with a committed pilot customer. It sits under Innovation Norway and is aimed at projects where research and development strengthen competitiveness and create lasting value in Norway. The programme is not a broad general-support scheme; it is built for company-led development work anchored in a real customer relationship. The route is a grant programme with a minimum award of NOK 1 million, and applications are accepted on a rolling basis. The pilot customer is expected to take an active role in the development work, and the scheme has been cut by about NOK 94 million in the 2026 state budget. That gives the programme a narrower budget envelope than before, but it still remains open to eligible companies that can present a credible development partnership. That design makes the programme best suited to companies that already have a concrete customer problem, a technical development path, and a Norwegian operating footprint. The compliance frame is tied to GBER and ESA state-aid rules, so applicants need a project that is commercially grounded as well as administratively ready. In practice, the strongest applications will pair product development with a pilot customer that is prepared to participate actively.
