Innovation Norway Start-up Grants (Oppstartstilskudd) sit inside Innovation Norway's national support line for early Norwegian companies. The route is aimed at startups with substantial technology development ahead of them, and it is structured as a two-step grant path rather than a single award. Phase 1 is built around market validation, while Phase 2 moves into technical and commercial clarification for a business that can become profitable. Phase 1 can provide up to NOK 150,000 to test whether a paying market exists. Phase 2 can provide up to NOK 1,000,000, and it expects earlier evidence that market interest is real, whether from Phase 1 or a comparable route. The program is open only to for-profit applicants registered and operating in Norway, with non-profits, universities, research organizations, and individuals excluded. Applications are in Norwegian, and public support such as SkatteFunn must be disclosed because it can affect the grant size under GBER rules. The strongest applications are narrow, commercial, and evidence-led. Innovation Norway uses rolling deadlines with typical processing in three to four weeks, so applicants benefit from a clear problem statement, a realistic path to revenue, and a crisp explanation of why the company needs public support now. It is a good fit for founders who have not yet finished the technical and market work required for a durable launch.
