Innovation Norway Start-up Grants (Oppstartstilskudd) sit inside Innovation Norway's national support line for early Norwegian companies. Phase 1 is built around market validation, while Phase 2 moves into technical and commercial clarification for a business that can become profitable. Innovation Norway uses rolling deadlines with typical processing in three to four weeks, so applicants benefit from a clear problem statement, a realistic path to revenue, and a crisp explanation of why the company needs public support now.
