Midlertidig tilskuddsordning for fiskere i Oslofjorden is a one-time 2026 transition compensation scheme under the Ministry of Trade, Industry and Fisheries and administered by Garantikassen for fiskere. It was created for commercial shrimp vessel owners affected by zero-fishing zones introduced in Oslofjorden from 1 January 2026. The total budget is 25 million NOK, the maximum per recipient is 3.5 million NOK, and awards count as taxable income. Eligibility is tight: vessels must be under 11 meters, registered on blad B, and tied to owners with at least 500,000 NOK in average annual fishing sales over the previous three years. Applicants must also have been born in 1958 or later and must show that at least 40% of trawl activity fell inside the no-fish zones between 1 July 2023 and 31 December 2025. The compensation is conditional on permanently leaving shrimp and crab trawling in Oslofjord, so the scheme is a wind-down route rather than a business expansion grant. It is built for a narrow set of fishers with documented exposure to the restricted zones, and it is not annual recurring support.
