NZ Disaster Response Partnership (NZDRP) is MFAT's mechanism for offshore disaster response and humanitarian assistance with accredited New Zealand NGOs. It is part of New Zealand's official development assistance work and is focused first on the Pacific, then Southeast Asia, then the rest of the world. The route exists for rapid humanitarian action after a disaster event, not for routine annual project planning. Rounds are activated on a needs basis by the Minister of Foreign Affairs or MFAT, and activities can run for up to 12 months. Funding terms vary by geography: Pacific work needs no matched funding, Southeast Asia requires at least 25 percent NGO co-funding, and other locations require 50 percent. NZ-based support costs are capped at 10 percent of the budget, and disaster risk reduction can take up to 20 percent of total funding. The accredited partner list is closed and includes 14 NGOs. MFAT assesses proposals on relevance, impact, effectiveness, efficiency, value for money, and the NGO's comparative advantage. Accreditation depends on financial controls, project management, track record, risk management, beneficiary protection, and humanitarian standards. The program fits experienced NGOs that can mobilize quickly, document the response cleanly, and show credible local delivery partners.
