SETUP — Small Enterprise Technology Upgrading Program
Supports Filipino small enterprises adopting technology for improved productivity and competitiveness.
SETUP (Small Enterprise Technology Upgrading Program) is DOST's nationwide rolling program supporting Filipino-owned MSMEs to adopt technological innovations for improved productivity and competitiveness. SETUP 4.0 is the current iteration. Funding comes through the Innovation System Support Fund (iFund) as refundable seed capital for equipment acquisition, alongside technology training, consultancy, packaging and labeling, and product testing assistance. Applications are received continuously by DOST Regional Offices (Regions 1–13, NCR, CAR, BARMM, MIMAROPA). A May 2026 partnership with Land Bank of the Philippines added co-financing tiers (PHP 500K–PHP 50M loans) for startups and expanding MSMEs. Enterprises must be Philippine-citizen-owned.
