Eureka Network & Eurostars-3 (Portugal) is ANI's international R&D funding window for Portuguese participants in cross-border projects. ANI serves as Portugal's national representative in Eureka and Eurostars-3, and Portuguese funding is routed domestically through the SIID notice under Portugal 2030 rather than through the network itself. Eureka spans more than 45 countries, and Eurostars-3 spans more than 37 countries, including non-EU partners such as South Africa, Canada, South Korea and Singapore. The eligible set in Portugal is focused on SMEs, small mid-caps and non-business research entities, while large companies do not qualify for Portuguese funding through this route. The calls are recurring across the year, with 2025 windows visible for Eurostars, SMART, CELTIC-Next and Innowwide, and applicants can work in English or Portuguese. This route suits firms and research entities that already have an international consortium and need domestic Portuguese support to close the financing side of the project. Each country funds its own participants, so applicants have to satisfy both the international network rules and the Portuguese domestic route. The practical test is whether the consortium is genuinely collaborative and whether the Portuguese participant falls within the eligible SME, mid-cap or research-entity profile.
