Programa BPF Apoio à Reconstrução is Banco Português de Fomento's emergency response for companies in Portuguese municipalities placed under emergency or calamity status after January 2026 storm damage. Launched on 4 February 2026, it mobilises €1.5 billion for reconstruction and working-capital support after depressão Kristin. The programme is split between an Investimento line of €1 billion and a Tesouraria line of €500 million. Investimento can cover up to 100% of verified damage net of insurance, runs for up to 10 years with up to 36 months of grace, and can convert up to 10% into a non-repayable amount after three years if employment and activity are maintained. Tesouraria offers up to €2.5 million per company for up to five years with up to 12 months of grace. Both routes are fee-free and carry a BPF state guarantee of 70-80%. Eligibility is narrow: the company must operate in the affected municipalities and the call is channelled through commercial banks. The strongest cases pair documented storm damage with a practical recovery plan that preserves jobs and resumes trading quickly. Because the programme is meant for emergency recovery rather than open-ended expansion, clear damage evidence and a credible continuity plan matter more than sector positioning.
