Employment Support for Establishments is HRDF's wage-subsidy route for private-sector employers hiring Saudi nationals. It is an employer-facing program under the Human Resources Development Fund, designed to make new Saudi hires cheaper during the first two years of employment. The standard subsidy covers 30 percent of wages, capped at SAR 3,000 per month or 50 percent of the wage, for up to 24 months per employee. Additional supplements of up to 10 percent each can apply for female employees, persons with disabilities, targeted sectors, specified professions, work outside major cities, and SMEs. Employers apply through the Ministry of Human Resources and Social Development account, and the application window opens from day 91 to day 180 after the employee's social insurance registration. This route suits established firms that can document a Saudi hire and manage payroll cleanly. HRDF issues invoices on the 21st to 23rd of each month, with payment deposited on the 1st, so applicants succeed when payroll records, social insurance timing, and eligibility conditions all line up.
