The commercial terms are clear even though the award is not a conventional grant. Winning bidders receive binding 15-year contracts, and the expected cost range is SEK 1,100 to 2,000 per tonne. Eligibility is focused on point-source biogenic emitters in pulp and paper and combined heat and power, which makes the program relevant to sites with steady emissions and a credible storage chain. Applicants succeed by offering the lowest feasible long-term capture-and-storage price and by showing that the project can be delivered at industrial scale.
