The First Mover Framework gives entrepreneurs with groundbreaking, novel business ideas direct access to Singapore public land or spaces — bypassing normal tender processes — to test or commercialise their concepts. Benefits include direct asset allocation and potential preferential pricing subject to agency assessment. This is NOT a cash grant. FMF provides non-monetary facilitation: public space access with tender waiver. Applicants must demonstrate their idea is original (not previously suggested or implemented in Singapore), operates on a substantially different business model if comparable solutions exist, supports productivity and economic growth, and has not been piloted by the relevant agency in the last 12 months.
