Regional Development Agency Grant Programs (Kalkınma Ajansları)

Turkey's Regional Development Agency Grant Programs are a network of competitive calls run by the country's 26 Kalkınma Ajansları and coordinated by the Ministry of Industry and Technology's Directorate General for Development Agencies. The scheme sits under a regional development mandate rather than a single national thematic line, and it reaches across the country's NUTS-2 regions with support for local project pipelines. The agencies back public institutions, NGOs, universities, SMEs, entrepreneurs, cooperatives, and producer associations through competitive financial support, technical support, interest-free loan support, feasibility support, and guided project support. The network has disbursed TRY 9.2 billion across 22,000 projects, with TRY 15.7 billion in total investment mobilized, so it is large enough to matter well beyond a single call cycle. Applications run through KAYS and require e-Government authentication. The practical fit is a regionally grounded applicant with a project that can be matched to one agency's call priorities and timing. Because award amounts and deadlines vary by agency, the strongest applications are the ones that align closely with the local development agenda, use the portal cleanly, and present a project that is already credible at the regional level.
