Investment Incentive Certificate (Yatırım Teşvik Belgesi, YTB)

Yatırım Teşvik Belgesi, or YTB, is Turkey's core investment incentive certificate, issued by the Ministry of Industry and Technology's General Directorate of Incentive Implementation and Foreign Capital. It is a fiscal facilitation tool for domestic and foreign investors making medium- to large-scale investments in Turkey, not a cash grant program. The certificate sits at the center of Turkey's industrial incentive system. It unlocks VAT exemption on capital equipment, customs duty exemption on imported machinery, corporate tax reduction, and social security premium employer support. In less developed regions it can also add interest rate support, land allocation, and income tax withholding support. Turkey uses a six-region classification: Region 1, including Istanbul, Ankara, Izmir, Bursa, and Kocaeli, receives baseline support, while Region 6 receives the highest level. Applications go in on a rolling basis through the e-TUYS system or the e-government portal. The route is open to domestic and foreign investors on equal terms, and foreign-owned companies registered in Turkey are eligible. It is best suited to capital-heavy projects that need tax and duty relief rather than competitive grant capital. Because the incentive package varies by region, the strongest applicants are those with a project location and investment plan that match the regional tiering and the ministry's filing process.
