DoIT commissions Taiwan's seven government-linked R&D institutes — ITRI, DCB, ARTC, MIRDC, FIRDI, TTRI, and SOIC — through annual TDP programmatic contracts. These are not open-competition grants in the western sense; eligibility is restricted to these seven designated research institutes. Note for catalog users: this program is OUT OF SCOPE for most Jolt users (founders applying to open-competition grants). It is included for completeness to explain the DoIT funding architecture and the role of ITRI and peer institutes. The relevant open-competition instruments are the A+ program and the International R&D Collaboration program.
