The Business Angel Investment Program sits under Taiwan's National Development Fund and is an equity co-investment line for early startups. It channels NTD 2 billion of public capital into high-risk ventures by pairing NDF money with qualified angel investors, venture capital firms, angel organizations, or accelerators. Eligible startups are registered in Taiwan, or overseas startups whose main operations are in Taiwan, and the record caps company age at under three years. The program also looks for paid-in capital or actual fundraising of no more than NTD 80 million, although the review committee can waive that threshold. Angel partners are expected to provide mentoring, and startups that already received angel backing are considered first. The fit is strongest for young companies that need patient equity and active investor support rather than project-based funding. Because the instrument is minority co-investment, successful applicants usually bring a credible angel partner, a clear operating base in Taiwan, and enough early traction to justify shared ownership.
