Global Research and Technology Development (GRTD) was established by FCDO in 2025 as the new strategic umbrella for its research, science, technology, and innovation portfolio. It consolidates former siloed research programmes (including aspects of the Newton Fund era and Ayrton Fund sub-platforms) under a single commissioning architecture led by the Research and Evidence Directorate and FCDO Chief Scientific Adviser. The GRTD approach paper (May 2026) sets two priorities: mission-driven research solving shared global challenges, and producing global public goods that can be adopted at scale. Calls are managed via the GRTD portal (grtd.fcdo.gov.uk/funding/), which was inaccessible at ingest time. Eligible organisations in principle include for-profits, but FCDO's international development mandate means most calls prioritise NGOs, universities, and research bodies. For-profit innovators are most likely to access GRTD via partner delivery routes (UKRI, Innovate UK) rather than direct FCDO calls.
