Administration on Disabilities is ACL's disability-services center and one of the department's core delivery units for independent living and developmental-disability infrastructure. It sits under the Administration for Community Living and funds the systems that help people live independently, access advocacy, and use university-based disability expertise. The center runs three offices. OILP supports Centers for Independent Living and state independent-living programs. OIDD supports State Councils on Developmental Disabilities, University Centers for Excellence in Developmental Disabilities, and the President's Committee for People with Intellectual Disabilities. ODSI handles discretionary work including Projects of National Significance, the Traumatic Brain Injury State Partnership Program, and national resource centers for limb loss and paralysis. The strongest fit is an organization that already serves a statutory role in the disability network or can anchor a statewide or national service system. Because the office combines formula funding with discretionary lines, applicants need to match the specific office and service model, whether that means independent living, developmental-disability systems, or specialized national support work.
