AFOSR Small Business Technology Transfer (STTR)

AFOSR Small Business Technology Transfer is the AFRL channel for basic-research collaborations between a small business and a research institution. It sits under AFOSR rather than AFWERX, and the office explicitly says it does not run an SBIR program of its own. Phase I runs from $60,000 to $100,000 for up to one year, while Phase II reaches $750,000 over 24 months. The small business must be the prime contractor, work with a nonprofit research institution under a CRADA, and split the effort so the business performs at least 40 percent and the research institution at least 30 percent. The program runs multiple times a year and is open to US-registered applicants that can satisfy the partnership rules. This route fits teams that already have a research partner and want a DoD basic-research award structure rather than a commercial SBIR track. Strong proposals usually show a clear division of labor, a credible university or nonprofit partner, and a research question that matches AFOSR interests. Submissions go through the DoD SBIR/STTR system.
