The ARO Core Broad Agency Announcement (BAA W911NF-23-S-0001) is ARO's primary extramural funding mechanism for fundamental scientific research. It accepts rolling white-paper submissions year-round across three research divisions — Physical Sciences (Chemistry, Physics, Life Sciences), Engineering Sciences (Mechanical, Electronics, Materials, Earth), and Information Sciences (Computing, Mathematics, Networks). White papers are screened by ARO Technical Program Officers (TPOCs); promising submissions are invited to submit full proposals. Within the Core BAA, ARO operates five distinct award types: Single Investigator (SI) awards for standard research projects; Short-Term Innovative Research (STIR) for rapid 9-month proof-of-concept work; the Early Career Program (ECP/YIP) for tenure-track faculty within 5 years of their PhD; Research Instrumentation (RI) grants for laboratory equipment; and Conference & Symposia grants for Army-relevant scientific meetings. PECASE honors are selected by ARO PMs from the SI/ECP pipeline — not a direct application. The consolidated BAA W911NF-23-S-0001 (amended Jan 2025) replaced the legacy W911NF-17-S-0002 (ARO) and W911NF-17-S-0003 (ARL Directorates) in 2023.
