Arizona's Quality Jobs Tax Credit sits under the Arizona Commerce Authority and rewards employers that add net new qualifying jobs while making a capital investment in the state. It is a tax credit, not a grant, and its purpose is to support higher-quality employment in Arizona. The credit can reach $9,000 per qualifying job, paid as $3,000 a year over three years, and no more than 10,000 jobs may be pre-approved in a fiscal year. Eligibility turns on both geography and scale: urban projects need at least 25 jobs and capital investment ranging from $500,000 to $5 million, while rural projects can qualify with 5 jobs and $100,000 to $1 million. Unused credit can carry forward for five years. Applicants file a pre-application to reserve credit, then submit a post-application after the taxable year closes so ACA can verify hiring. The cleanest fit is an Arizona employer that can pair hiring with capital spending and document the wage thresholds, because the agency allocates a finite annual pool on a rolling basis.
