BARDA's Broad Agency Announcement is the authority's main advanced R&D solicitation for medical countermeasures in the United States. The current solicitation, BAA-23-100-SOL-00004, stays open through September 25, 2028 and covers 12 active areas of interest spanning CBRN vaccines and antivirals, antimicrobials, radiological and nuclear countermeasures, chemical and burn or blast countermeasures, diagnostics, influenza and emerging infectious disease vaccines and therapeutics, ImmuneChip+, and FASTx. It is a procurement contract vehicle, not a grant programme, and the application path is staged. Stage 1 asks for a quad chart and abstract through the BDR portal, while Stage 2 is by invitation after review. For-profit companies, non-profits, universities, and research organisations can all apply, but individuals cannot, and the work is expected to be carried out in the United States. The best fit is a team with a serious countermeasure asset and enough maturity to handle federal contracting and a technical review process. BARDA strongly encourages pre-submission TechWatch meetings, which signals how much the agency values fit, communication, and stage-appropriate development plans. Applicants that can align with one of the named interest areas and present a credible path to advanced development have the strongest position.
