FARMER — Funding Agricultural Replacement Measures for Emission Reductions
Supports California farmers in replacing polluting agricultural machinery with cleaner alternatives.
FARMER sits under the California Air Resources Board and funds replacement of agricultural equipment in California, including tractors, harvesting equipment, agricultural pump engines, heavy-duty trucks, and other farm machinery. The program is financed through Cap-and-Trade and the Greenhouse Gas Reduction Fund, and it routes money through local air districts rather than through direct CARB applications. The current guidelines were approved on October 24, 2024, and the program has historically been funded at roughly $50 million to $150 million a year statewide. Applicants apply through their local Air Quality Management District, so the regional district relationship is part of the award path as well as the paperwork. FARMER is the better fit for agricultural operators that can document an equipment replacement and work within district review rather than a centralized state intake. The program is narrower than CARB’s truck-and-bus vouchers because it is tied to farm operations, cleaner equipment, and district-level implementation.
