TTO Program-Wide FOA
Supports broad transport technology work in the United States. across multiple scientific themes.
TTO Program-Wide FOA is DOE Transportation Technologies Office's annual multi-topic grant vehicle for transportation R&D. The office has carried forward the former VTO brand under the CMEI reorganization, and this FOA pulls propulsion materials, mobility systems, off-road, rail, marine, aviation, and technology integration into a single solicitation. The instrument is a cooperative agreement, with US for-profit firms, nonprofits, universities, and research organizations eligible and individuals excluded. The cycle is annual, the process starts with a concept paper and then moves to a full application by invitation, and the latest FY2025 round carried the DE-FOA-0003514 identifier with a June 18, 2025 full-application date. The program is most relevant to teams that can anchor work in transport R&D, especially where national labs and industry partnerships matter. Battery-specific topics are no longer folded into this FOA because they have been split out to a separate battery solicitation, so applicants need to choose the right office path before investing in a package.
Each grant below is a distinct funding opportunity with its own eligibility, scope, and deliverables.
