DoW HBCU/MI Program
Supports historically underrepresented colleges and universities through capacity-building and centres of excellence.
The DoW HBCU/MI Program is a Department of Defense capability-building route for historically underrepresented academic institutions through two tracks: the Research and Education Program and Centers of Excellence designations. Eligibility is restricted to U.S. universities that hold HBCU or MI status, and the programme supports institutions rather than private companies or nonprofits. It is administered by the Basic Research Office under OUSW(R&E). The programme runs on an annual cycle and is intended to broaden U.S. defense-science participation by strengthening research capability at qualifying HBCUs and Minority-Serving Institutions.
