DOE Tribal Energy Loan Guarantee Program

Supports Tribal-led energy projects in the United States with federal loan guarantees.

The DOE Tribal Energy Loan Guarantee Program sits under the Department's energy financing office, now branded the Office of Energy Dominance Financing. It supports tribal energy development through loan guarantees and direct loans for federally recognized Tribes, Alaska Native villages, regional and village corporations, and Tribal Energy Development Organizations, and multiple Tribes can also form a TEDO together to borrow. The financing is large and rolling, with the record showing a minimum of $5 million and a ceiling of $2 billion for individual transactions. The broader authority was later increased in aggregate to $20 billion, there is no application fee, and the current materials note that the old federal-support restriction has been removed. Eligibility reaches tribal-led energy projects at roughly TRL 7 to 9. This is a project-finance route, not a research grant. The best fit is a tribal-led energy asset that is already organized enough to support underwriting, repayment, and a clear ownership structure, especially for projects at the high end of development readiness.
