ReBuild Illinois Capital Grants

Under DCEO's capital program, ReBuild Illinois Capital Grants back public infrastructure and regional economic development as part of the $45 billion ReBuild Illinois state capital plan signed in FY2020. DCEO administers $3 billion of that plan over six years, making this one of the agency's largest capital channels. The grants are rolling and can move either through competitive allocations across multiple projects or through legislatively named line items. They follow GATA, and the program can support public infrastructure, regional development, fast-track infrastructure, and Prime Sites capital work. The available materials do not publish award caps. The best fit is a public-sector or quasi-public project with a clear capital purpose and a credible place in the state infrastructure agenda. Because the program uses both competitive and appropriated channels, applicants need to match the project to the correct funding lane and show why the investment should move now. Its scale makes it a core capital tool rather than a narrow specialty grant.
