Bluegrass State Skills Corporation — Grant-in-Aid (GIA)

Provides Cash reimbursement grants for occupational and skills-upgrade training at new expanding or existing Kentucky businesses.

The Bluegrass State Skills Corporation Grant-in-Aid program is KEDFA's cash-reimbursement route for occupational and skills-upgrade training at Kentucky businesses. BSSC is an independent de jure corporation allied with KEDFA and governed by its own board, so this program operates on a separate footing from KEDFA's monthly finance meetings. The grant pays for approved training costs at new and expanding employers, existing businesses, and training consortia. Eligible sectors include manufacturing, agribusiness, non-retail service, technology, headquarters operations, hospitals, coal processing, alternative fuel, gasification, renewable energy, and carbon dioxide transmission pipelines. The FY2026 application was expected in early June 2026 and to take effect on July 1, 2026, with deadlines set in the application instructions. BSSC's public approval history gives a sense of scale: in August 2025, the state approved $1.8 million for workforce training that reached nearly 2,300 Kentuckians. Applicants fit best when the training plan is tied to expansion, retention, or a clear skills gap rather than general operating support.
