Michigan Business Development Program
Provides performance-based grants and loans for Michigan companies creating qualified new jobs or investment.
The Michigan Business Development Program (MBDP) is the Michigan Strategic Fund's core business attraction and expansion route, administered with MEDC support for projects that create jobs or new investment in Michigan. It is a state economic-development instrument, not a research grant. The program can provide grants, loans, or other economic assistance for highly competitive projects. The public guidance does not give a standard cap, so awards are negotiated case by case. Applicants start through a local economic development office or their assigned MEDC business development manager, and projects need local municipal commitment plus Michigan Strategic Fund Board approval. Retail projects and retention-only projects are excluded. MBDP is best for employers with a concrete expansion plan, a site or project that will move the jobs and investment numbers, and local backing already in place. Because it runs on a rolling, deal-driven basis, the winning applications are the ones that connect state support to a clear schedule, a credible capital plan, and measurable job creation.
