Rural Transformation Grant Fund

The Rural Transformation Grant Fund was North Carolina Commerce's larger rural place-based award program for local governments, with support also extended through university-led capacity-building work. It sits under the Department of Commerce and was built to improve economic vitality in rural communities that face persistent development constraints. The published funding total was $48 million, and the program ran through three award rounds before moving out of active application mode. Eligibility was limited to local governments in Tier 1 and Tier 2 counties and to qualified census tracts in Tier 3 counties.
