The Rural Transformation Grant Fund was North Carolina Commerce's larger rural place-based award program for local governments, with support also extended through university-led capacity-building work. The published funding total was $48 million, and the program ran through three award rounds before moving out of active application mode. The university-based capacity-building strand widened the program beyond pure construction finance and gave it a technical-assistance dimension.
