NIST Broad Agency Announcement (BAA)

Provides external organizations and universities access to NIST priorities through cooperative agreements.

National Institute of Standards and TechnologyUnited StatesCooperative agreement

The NIST Broad Agency Announcement is NIST's open competition route for external researchers working in measurement science, materials measurement, quantum information science, advanced communications, cybersecurity, and manufacturing. It sits under the Technology Partnerships Office and gives NIST a way to fund work that tracks a specific laboratory need without limiting the field to one applicant class. The instrument is a cooperative agreement, and eligibility extends to companies, universities, nonprofits, and research organizations; individuals are not eligible. Solicitations are posted on Grants.gov, the program runs on a rolling basis, and award size and structure are set in each individual notice. The strongest applications should be tightly matched to a posted NIST priority and ready for federal cooperative-agreement oversight. This is a good fit for teams that can respond to a defined call, document their approach cleanly, and work within U.S. registration rules rather than a broad open-door competition that spans multiple research domains.
